In alignment with Antalya's climate, our design emphasizes the significance of not only enclosed spaces but also open and semi-open areas. These semi-open spaces are conceptualized as entire streets or plazas, serving as transitional zones to the enclosed facilities.

Although municipal buildings may be perceived functionally as office spaces, they inherently serve as communal gathering and interaction points. Thus, we prioritized reinforcing the plaza concept through repetition both above and below, ensuring a strong visual and spatial connection that fosters community engagement
